Multiple sources

If I have:
1. A Local drive with source files.
2. A Network Drive with nearly identical source files as the Local drive.

Is it possible to use the Local and Network drives as multiple sources and copy them over to a 3rd system that will:
1. Copy files that exist in both locations, but use the newer file.
2. If both sources contain the same file with identical time stamps, then use the Local drive as the authoritative source.
2. If a file exists in only one of the sources, then copy it to the new drive.

Is something like this possible?

This is not possible, because AllSync check the difference only between two folders for a copy operation.
