Help Pointers Should Remain Active

"Help Pointers", the question marks, ?, Should Remain Active even if the associated selection field is not enabled.

(For instance, in the) Search Method [tab],
if 'File name' is not selected as a 'Comparison Criteria', the Help ? for the 'File Name' dialog does box not work.

It should, regardless.
